Halmandi conducts terrorist activities from the Pakistan and Afghanistan borders. He was working to recruit and radicalize members in the AQIS organization in India. Halmandi had also set up an al-Qaeda module in Lucknow. Through this, preparations were made to carry out terrorist incidents in the country.
